Turn the limiters counterclockwise to the stop and pull them with a drywall screw.

bumping this thread to thank those that gave input. I popped off the limiter caps on the carb and adjusted. the "h" was set to run super lean when the limiter cap was on. I have run through several tanks of fuel and all seems right in the universe.
