It looks from the picture that it is confined to the one branch. Easiest thing would be to prune it out. Was that branch in decline last year? You could try brushing it with warm soapy water and then rinsing with the hose, then spray it with a good fungicide. Thin the canopy a little to allow more sun to the branch.

These are just suggestions, without being there to see all of the conditions it is hard to give a proper diagnosis.
 
That is a decay fungus growing on dead wood, remove the branch and you should be fine. This is not to say there are not other problems with the tree (that lead to the branch death) but that paticular fungus does not move through the functioning vascular system.
 
Thanks for the replies I have cut off the branch with the fungus,
but did not thin out the canopy wondering if it to late in the
season to do so.
