Thanks Jamie for the spelling correct I meant twine--Tall trees moved go into transplant shock of some degree. However Jamies suggested of the Black hills certainly would be a good choice for a spruce, another one that might be a little hardier is the Meyers Spruce if you can find it. One of the postts awhile back talks about a color change-that can happen if you are treating for spider mites and are not aware of the possible color change from blue to green using dormant oil---
 
Definitely looks like Rhizosphaera Needlecast. Fungicides can be applied in the spring to help control this disease, though several years of treatment may be needed in your case due to the severity of the infection. The fungicide should be applied when the needles are half expanded and repeated when the needles are fully expanded. Chlorothalonil fungicides are generally recommended for treatment of Rhizosphaera. You'll want to check to see which are registered in Ontario.
