I MM this saw and tuned in wood but the saw now has a real tough time staying when cold. Any advice

If adjusting the low doesn't help, you may need to lower the pop off pressure a little, but try the low-speed first.

I adjusted the low speed screw= no help.

It does not act like it wants to fire at all. I checked and has spark and fuel. What is the pop off?

Let's forget adjusting the pop off pressure for the time being.

It honestly sounds like you may be missing the first pop and you may be flooding the saw. Is the spark plug wet? If so with the plug out pull it over a bunch of times and let it sit for awhile. Remember set choke, pull until the saw stumbles than set to run position and continue to pull until she starts.

If the saw is still hard to start you may need to go through the carb.
