Dolmar/Makita 510 flooding during start

I have the makita version of the 510 and it prob has around 8 tanks through it. Since day one it has flooded during start. Even if on choke for only one pull and then taken off it takes around 8-10 pulls to start and once it starts fuel comes out of the muffler. It runs and starts fine when warm. Any ideas? I've tried replacing the spark plug since their cheap and I had new ones on hand. It didn't make a difference. Thanks for any help
 
I'd say the diaphragm metering valve has issues, either it's sticking open or it's set too high.

Also it's very easy to accidentally mix up the choke and run orientation of the lever, especially if you're used to Stihl chainsaws.
