Can anyone tell me the correct time to prune -- or whether to -- prune this type of tree (Jacaranda)? It is now Feb 24 and last year's leaves are just begining to fall.

What kind of pruning are you doing? If its just deadwood and some elevating, you can do that any time. Jacarandas are often topped or severely cut back to limit their size. This is usually not a good thing for the tree. If the tree is too large for the site, it should be removed and replaced with a smaller species.
