You need a set of weber carb jet reamers.... or a set of number drills and sneak up on it. Drill it with pin vice by hand.
I know I could use a drill bit, but I dont know how the numbers system on them works. Do you know what number equals .70?
Ive never done it before, but I could basically push it through while turning it betwen my fingers, couldnt I?

A number 71 is 0.66mm, a number 70 is .71mm... But they tend to drill oversize.

wow, so a 71 would be slightly under .70 finished, and a 70 would be to big if they drill oversize.

Yes, it just unscrews. Youll need a magnifying glass to see the number stamped on the top. What you have in a stock 046 is probably a .68 though.
