It sounds like there is an 'included' crotch or union in the tree that forms a pocket. Then the water will slowly leak out over time.

Usualy this does not cause any problems beyond the aesthetic, but is is a sign of a potential weakness in the tree.

If a drain hole were drilled, it would open the tree to possible decay.

I have heard of prople using spray foam to fill voids.
