If you want to resize pics for (free) aka no downloads you can use MSPaint


Open the picture (right click, select edit when looking at the files) it brings it up in paint

Open the sketch/skew window under the Image tab in the top toolbar

Type in a value to reduce the picture, typically in my camera they come out 1600x13000 or so in pixels. By reducing them to 32% they come out perfect around the 400x600 pixel range.

It takes a little playing to get the value right, but then its the same for all your pictures.
