Looks like Seiridium canker judging by some of the sap flow I saw. Google it and read about the symptoms. If your tree in fact has this, there is no cure. You can remove the affected branches cleaning pruning tools between each cut and that will help the spread of it. Did GA have a drought last year? Alot of the leyland here in east TN have this brought on by the drought. If you have others that don't have this, mulch them and keep them watered during periods of drought. The key is prevention.
