I have recently purchased a home in Austin, TX. There are 5 large live oaks in the front yard. One of the trees has some dead limbs with round moss type pieces on the limbs. Is this some type of disease? If so, what treatment is recommended?

That is ball moss, an epiphyte or air plant. It is not a parasite and does not harm the tree. I'd recommend pruning out the dead limbs. If the moss bothers you aesthetically, it can be physically removed or sprayed with a copper fungicide.
