What does the screw under the hex head bolt adjust on the control valve?

isn't that the adjustment for the return detent?

Yep, it's the return detent.

Too light of a pressure and it will not stay when in the return position, too high of a pressure and it will not cut off when the ram gets back. It's usually quite sensitive believe it or not.
