Sometimes when a saw doesn't respond to L & H adjustments it might be an air leak or something else wrong with the saw but you already knew that...I had one just this week, a 270 that wouldn't idle right, when I was taking it apart I noticed right away the bolts holding the cylinder on were just finger tight and the lower cap didn't seem to have enough sealer on it to hold pressure/vacuum..
One thing about the ebay Chinese carbs, they're not 100% but I've gotten more good ones than bad.
