Primary Purpose of Position:
Union County is the fastest-growing county in the state and in the top 25 in the country. Located just east of Charlotte, NC, this area is a magnet for residential development. Communities are under pressure as they attempt to manage land use in a rapidly growing area. Urban Forestry management is an important issue in this situation and the need to include trees in the planning stages of growth is essential but County officials and community officials are not knowledgeable about this topic. Guidance, assistance, priority identification etc. are needed.

Primary Goal of Position:
To work with and through communities to increase their awareness of issues related to tree and green space and assists them in addressing their specific needs; guiding them to realize the overall value and management needs of their “green infrastructure”.

Objectives Include:

* Assist municipalities in developing sustained community forestry programs through street tree inventories, establishing tree boards and shade tree commissions, developing and revising tree ordinances, developing strategic management plans for the planting, maintenance, removal, utilization and overall management of the urban forest ecosystem.
* Assistance in meeting the four criteria to qualify for Tree City USA
* Serve as a source of contact by providing information, materials and resources to implement community forestry programs.
* Promote the urban and community forestry program through presentations and other means to various groups.
* Assist communities with Urban & Community Forestry Grant applications as appropriate.

Knowledge, Skill and Abilities:
This position requires a broad knowledge of the practice of urban forestry as it applies to North Carolina. This knowledge includes planting, tree health (PHC and field diagnostics), pre- and post planting management, specialized urban site conditions and their impact on urban forest growth and management, and ecology of the urban forest ecosystem and its management. Specific knowledge regarding buffer creation, recreation and aesthetics relative to tree-scapes, trees and their impact on air and water quality, and the impacts.

An understanding of the social, political and economic constraints to urban forestry is essential. Knowledge of the sensitivities associated with individual communities, including their aspirations, goals and capability in managing their urban forest resources is required.

Specific skills required include: public relations, public speaking, verbal and written communication, clear and concise presentation to a variety of audiences including the media, and the application of the latest in computer, audio and video technology.

Specific abilities necessary include excellent personal skills to market and facilitate program development in communities; an entrepreneurial spirit and attitude to build a program from scratch and develop long-term community impact through urban forestry management and planning.

Training and Experience Required:
A degree in forestry or urban forestry and a minimum of three years of practical experience working and relating to community members and leaders about urban forestry Experience in the use of Microsoft office software [Word, Excel, Access, Power Point] is required. A Masters degree is preferred.

Must be, or able to become a Certified Arborist through the International Society of Arboriculture within 12 months of hiring.

Specific position information:
This position is funded through a 3-year commitment from Union County and the Urban & Community Forestry Grant Program (www.dfr.state.nc.us/urban/urban_grantprogram.htm) administered by the NC Division of Forest Resources. The funding is based on successful program initiation as assessed through quarterly meetings, to ensure success for all parties. A vehicle will be provided for work-related travel, a professional development allowance for memberships and certification. Salary and benefits as a state employee. Salary Range $38,000 - $42,000 based on experience.

Future of position is contingent upon program success and the ability to secure additional funding.
