Please ID Valve if Possible and Why Does it Spit?

I've put a couple of pictures down below. It's probably a generic of some sort and doesn't have any readable ID on it. It spits out a little oil on going to neutral on the back stroke from the cover at the end of the valve that is held on by a circlip. Does this bode well for the life of the valve or can this be considered normal? It pretty new as am I to splitters. Thanks.
 
i would think you'd want to remove that and let the oil get as cool as it can get. not that a single hose can do much about temperatures, but that insulation isn't offering any benefits either.
