Poulan model 20 - help!!

I was given the above saw which appears to be in excellent condition for its age. It even started with a shot of gas in the carb, but it won't idle. I rebuilt the carb thinking that should solve it. Samething. Runs at WOT with a shot of fuel, but will not idle. I have adjusted the idle speed screw and throttle screw but no luck. Any suggestions. It seems like it does not receive fuel at low RPMs.

Are you sure the throttle shaft comes back to idle completely?Check the the throttle shutter on the throttle shaft to be sure its not loose.Also,could be an air leak maybe between your carb and cyl or elsewhere.
