pruning in February

I'd like to prune a 20 year old, 30ft apple tree. Has tiny apples, don't know type, shape is out of control. Tree has strong central trunk, with one competing side trunk, and another low substantial lateral branch. Has many branches growing straight up from lateral branch.
Is this a good time to prune it?
What is best approach to pruning it?
 
Due to a bacterial diease called fireblight, pruning fruit trees while dormant is the best. February is a fine time to prune your apple tree.

The best approach to pruning this tree is to hire a certified arborist to do the pruning.
