If the recoil rope hangs out about 6 to 8 inches does this mean cut it shorter or is there something wrong with the recoil?

Unless someone put too much rope on it at some point and the pulley is full and binding, it that case you would cut some off.

It retracts back. I just have some saw that do not retract back all the way. I don't know if the spring is weak or needs clean or the rope just needs to be shorten. They are older saws so I do not know if the rope has ever been replaced. Thanks
