Ridding lot of sumac

My wife talked to a potential client yesterday. This man owns the lot between he and his neighbor, and they both take care of it. About one-half of the lot is sumac, which they would love to get rid of.

What are some ideas to rid them of this?

The plants could be cut and the stumps treated, but then what is the best way to get the stmps out without ripping up the area too much?
