Sick Evergreen

My dad has an evergreen that looks to be literally dying. He lives in Fountain, CO (south of Colorado Springs.) They've had a drought the last few years and the tree has suffered from some sort of tree beetles. That tree was planted when my Mom & Dad bought the house and he dearly loves it. Any ideas on how to revive a tree that has suffered from drought conditions and tree beetles? I could possibly send a picture of it within the next week if someone could help us revive it.

The bad news is by the time an evergreen shows decline from borers (beetle larve that feed in the area of the tree just under the bark), it's often too late.
Hopefully someone from CO will chime in.
