Stihl 044 carburetors

was working on my 044 which hasn't idled correctly since i have owned it and found that it had a Walbro HD 21 carb with what i would call limiter caps on the H and L jets. i found this strange i thought that it would be too old to have limiting caps. so is the HD 21 factory? or was it added somewhere down the road? if it was added later what should be the proper carb? I did finally get it running properly after pulling the limiter caps and adjust the L jet
