Street Tree Planning (Municipal)

Street tree plans/maintenance:
I know not many cities do this - but from the ones that do-- Is there anyone out there who knows how to get a hold of this information? The plans themselves, all the research and where to find it. Eventually, after some research and planning I'm hoping to get my city involved with not only a street tree plan - but an ongoing maintenance program etc, etc.
If anyone knows anything about this or better yet has done or been involved in this - I would love to hear some feedback.

City of Milwauke Forestry is one of the best in the nation, they have many resorces that they can provide on request.
