Transplanting Trees

I live outside of Charlotte NC and I am going to attemp to transplant another tree. I have had no success in doing so and I am looking for some professional advice. What is the best time to do so...and how should I go about doing it (With root ball or no root ball)

Winter. The bigger root ball, the better. 12 inches of ball for 1 in of diameter is the standard.

So I should do it after the first frost? Are there any particular trees to stay away from?
