Tree in rough shape, HELP PLEASE!

I think that this tree has been getting to much water. It is a Vanderwolf Pine. We just had it planted abour month and a half ago. So I stopped watering the bed sprinklers a few days ago maybe 5. One of the lawn sprinklers was watering it on the days that the bed sprinklers didn't get it. So I broke that sprinkler trying to reset it, now it just sprays in a straight line(the sprinkler from the lawn (yard)). The reason that the plastic is around the trunk is because we are supposed to get rain the next three days. I just think that this tree got to much water. Pictures are added below, does this look like an over watered tree?? The bed sprinklers are the only ones that will water this tree now. I have them set to water 2 times a week for 15 min each time they run. Please help be for I knock this tree off.
