18' tristaniopsis laurina "Water Gum" tree leaning and lifting side walk. What should be done to the tree to prevent further leaning and lifting of the side walk?

If the tree is actually moving.....uprooting and lifting the walk, then it needs to go. The walk may be holding it in place. Or, is the tree just growing towards the sun (phototropic) and the roots are in conflict with the walk. If so, move the walk.

Water Gums are pretty deep rooted usually and don't do that. Maybe it's growing on rock floater, where are you located? Sounds like it's got to go sooner or later.
