Weeping cherry tree care

I have a grafted weeping cherry tree that I planted two years ago. After it started to put on some growth, some of the branches started to rise up, rather than weeping. I trimmed these off, then other branches started to rise up. It makes this otherwise beautiful tree look like a moose.

Can anyone tell me how to handle this?
