What’s wrong with this tree?!?

We planted a concolor fir last spring and this year it’s brown from the top down, there’s still some green around the bottom yet.
We live in Pennsylvania ( if that’s relevant)
There’s a lot of emotional attachment to this tree so any and all help is greatly appreciated!!

All i know is that the brown never turns green again. I have a couple by the road that are about that size. They seem to be temperamental about the winters. Maybe the salt and snow spray from the plows going down the road idk.

Water it, get some feeder spikes we drive in the ground. Water and more water.....
