Why would someone leave branches like this?

Hi, we had some tree trimmers come by and they worked on one of our trees. I was just wondering why they would leave these large branches at the top with nothing on them? Also, there are holes in the tree where they climbed it. Is this anything to worry about, diseases etc?

It's in VA. It's my dad's land so I guess it's up to him who to use. It just sucks seeing a tree I grew up with butchered like that. I guess they've done work for him before and this time they were supposed to be working at a neighbor's and it fell through for some reason. So they didn't want to waste the drive out there and were looking for any work. The tree really didn't need that much taken off, I guess that's what is so annoying.
 
The branches will recover but stay ugly a long time.

The spike holes area sign they do not know how to climb.

The weeds should get a way from the base with manual methods.
 
Yeah they cant climb without spikes they shouldn't be climbing any living tree. Unless its a removal.
