Willow fruting bodies.

ive noticed a few fruiting bodies that have crept up recently on a willow tree, they are up to roughly 7 feet and present on the root flare. i could not identify the bodies.
is it normal for a seemingly healthy willow to have annual fruiting bodies?

Does it really seem healthy if it is decaying? probe the bark before judging.
