200t carb

Am hoping someone can help. Last fall I put away my 200 for the winter when I knew it needed a carb cleaning which I've done in the past. I fired it up the other day and after hearing it run, I decided to clean it.
When I was finished, it wouldn't start and there seemed to be gas draining right through the carb and cylinder as I pulled on it. I took it apart 3 more times trying to figure out what I did wrong. Can someone tell me where I might have messed up?

Damaged metering lever?
Metering side diaphragm & gasket in the wrong order?

Metering side diaphragm and gasket in right order? Dam! I left it out and now know what the pup had in her mouth yesterday.
