This is usually a problem caused by the wrong pump diaphragm.
Grab your old gasket and diaphragm and see if any of the parts left in the rebuild kit bag matches perfectly.
 
None of the pump diaprhagms matched perfectly to the old one so should I put in a different one it was a k10 wat rebuild kit the carb was a 22 c
 
Not exactly one piece in it did it was the clear blue plastic one not the same material as original one. Should I try that one and this was the only kit I was told would work with the Walbro 22 c
 
Ok that worked it's running good now but for some reason it won't turn off when I flip it up to stop all the wires are connected and everything looks right what else would cause this ?
 
Look where the wire contacts the flat spring when you flip the lever up to stop, and buff the bullet wire end with sandpaper, maybe slide it a hair to the side. Also make sure all of your ground strap wires are secure and tight.
