How much movement is normal for the drum to slide on the shaft? From the engine side I placed the washer first, then the bearing and slide the drum over the bearing and tighten the clutch until it stops. The drum slides on the bearing when the clutch is tight as it goes. I can't remember how much play was in it before I removed it to replace the rim sprocket and don't have another to compare to at the moment. It moves as much as half the rim sprocket thickness.
