In theory, if there is a recall or a TSB on an automobile on the dealers lot, the dealer would fix the issue. Would Husqvarna pull the older models still on the shelf and replace with newer carbs?

Be aware that a service bulletin is not the same as a recall, and generally can't be expected to be handled like one, without any sign that something is wrong.
