A liitle advice on a Pioneer Farmsaw please

I was tuning my new to me Farmsaw and a couple of issues cropped up in the two worst areas, the recoil starter and Ignition module for which parts are scarce I understand.
I shut the saw off which was working well and it would not restart. Also the starter cord would not retract properly.

I will get to the module once I figure out the issue with the pull start.

I took the recoil starter apart and all the parts appear to be in good condition.
As near as I can tell the issue seems to be with the wire spring that returns the pawl that engages the flywheel.
If any of you can look at the attached pics and see if this spring is in the right location and orientation I would appreciate it.
