Joe,
I am going to take mine down to the fire department when they do the annual Ladder Truck test. I guess they have a company come down every year and check our ladder truck and small bucket truck, the chief said we could bring ours down and have the company take a look at it when they do the ladder and bucket......just a thought

Why not contact the manufacturer of your boom and ask them to do the inspection? I would think they should know better than most or direct you to some one that can.
