Bucket truck engine start/stop

Need some help with an altec L36a on an '06 kodiak

It appears someone that used to own the truck did away with the engine start/stop function from the bucket which seemed to be air actuated.
The tiny air line is at the bucket but appears to be cutoff and taped up.
Is there some sort of a hand plunger that it used to be hooked to? If so, it is gone now.
At the turret the air line is hooked to a hobbs switch.
I'd like to get this working again so I can shut the engine off while working. I've looked online for some kind of hand plunger but can't seem to find one.
There is an engine start/stop button at the base and it works good.
