Cable is girdling Ash - any hope?

I have a 13" DBH burr oak that has two barb wires running straight through it. One is almost directly in the center. I cut the wires off about 5 years ago, but it refuses to pull out of the trunk, so I think it is intact all the way through. It's kind of weird because the rest of the wire was so rusted it easily broke apart.

I took a picture from each side showing the entrance and exit of each wire. I drew arrows pointing to each one. You cannot tell it is there unless you look hard or accidently rub against it (ouch!). The tree seems otherwise normal and healthy.
