Carb settings for HK12 carb on old Jonsered 451?

I got an old 451E that has been heavily screwed with and doesn't want to start, and wonder if anyone has the starting settings for the carb.

I found an old post about it here but couldn't figure out what is meant by:

451E L=1 turn open from lightly seated
H=1 : : : : ;
