cottonwood sap?

Our neighbor has a questionable spot at the base of her cottonwood tree that is right next to our driveway. In the past she has had sewer problems and and this spot leaks sewage. The city turned off her water because of it several weeks ago (it is vacant at the time except contractors in and out for remodeling). The city is saying it has to be sap since her water is turned off, but it has a sewage smell and they are getting water some how in order to lay her new tile! anyone know is excessive sap is an issue like this?

Is this smelly ooze coming from the tree trunk, stump or ground?

It is at the base of the tree-actually the ground that butts up next to the tree.

Could be Bacterial Wetwood or Slime Flux from the root flare, has the tree been injured or is it stressed?

well, I'm sure it has some dead branches since we have such high winds and there has been a drought for a very long time now. Othere than that, there isn't any stress that I know of. It has been this way off and on for 7 years now.
