Well its called a damper. There are cast iron dampers, and barometric dampers that are installed in the flue. If a furnace or stove has no way of controlling the airflow then a cast iron damper is used to help slow the combustion gasses. When some stoves have a heavy overdraft, a barometric damper can be used. I have a baro on my furnace and it makes a difference. The problem is if you have a chimney fire then you have an open source of air to feed it. Cast iron dampers can sometimes help slow the draft and stop some heat from leaving the chimney. Every setup is different, and either aren't always needed.
