echo cs-450p questions

I just picked up a slightly used echo cs-450p and I was wondering about the limiter tabs on the carb. I tried the saw and it runs and idles great. Starts very easy and idles in any position you drop it in. I just down sized from 57cc to 45cc so I do miss a bit of power. I am concerned about runing lean at full throttle. Do only the high speed limiter need to be removed or do I need to remove the low?
How much is the high speed usually off from factory?
The chain is like new but does not cut, I need to upgrade the chain, any suggestion on the best chain?

In my opinion if it idles great and runs great leave it alone. Just change to a non-safety chain.
