Not going to happen. Your naïve if you think the largest lobby on the planet is going to let their cash cow get a cut in funding. The article has some issues anyway: It lumps Biodiesel with Ethanol in its assertions and conclusions. There are better ways to make biodiesel than ag products. There are species of algae that are great at breaking down human waste that are awesome base stocks for bio. That's a win win: less bio-waste, more fuel. However bio has no lobby in congress so it gets no love from the farm bill. Corn on the other hand....

Once the enviroweenies realize making ethanol creates more pollution than it prevents, game on.

You do make some good points. Time will tell.

I remember an article that the Navy was using an algae based diesel fuel, at only $424 a gallon. ......They did get it down to $27 a gallon, but, is it worth it?

I am not an ethanol fan, but does help a little in the corn prices. Right now they pretty low, although, yields have been GREAT so far this year.

If a better fuel is needed, ethanol is not the answer. Compressed natural gas is. Not much for emissions. Not a ton of processing. No need for emission robbing bullchit that is on all of our vehicles now. There is plenty out there. Just need more pipelines to support it. AND to get the car and truck manufactures on board.
