I would like to know where your L screw is... I would tighten it until lightly seated, then back it out 1 complete revolution and try again... You might keep track of how many turns it takes to snug it, and let us know.
 
Alot, don't count. Usually pull others over until they pop then take the choke off but these don't do that.

The start procedure with mine is 2 pulls on choke, then flip the lever up to run. Pull 1 more time, and let it idle a minute or two.

On another note,
I've noticed that if my 660 is laid on it's side for any length of time past carrying it,( a long ride in the truck), it will need to sit a few moments before attempting to start it.

The 066 is running fine I was flooding it. The poulan after a plug and a good pressure test on carb still no luck. What does compression area need to be on the 655 and initial carb settings? Muffler bearings ok. Lol Kentucky
