H and L screw's

I'm working on a 064. I replaced the piston and rings and cleaned the cylinder up. Now as for running it runs at low RPM's but at higher RPM's it coughs and spits. According to the service manual the setting it one turn out from seated. But what I cant find is witch way is leaner or richer.
Does anybody know

clockwise is leaner
counter clock wise is fatter
