Help stihl 019t

stihl 019T , would not run when I got it. I cleaned the carb, now it will idle but will not rev up. Does this saw have a reed valve? Sometimes it runs and revs for a few seconds then goes back to idle. Holding the throttle open it still at idle but sounds different. About ready to give it back to the owner and let him take it to a real shop.

Could possibly be a clogged exhaust screen? Or the exhaust port has a bad carbon buildup Restricting flow.
Or mud daubbers built a nest in the muffler.

I ran it with the muffler cover and screen off, didn't make any difference. I did notice that it's not very loud and has a lot of oil around muffler.
I pulled the reed valve, I guess that's what it is, and it seals up good and is not warped. I did notice that it used a lot of gas sitting idleing about 10 min.
I raised the needle arm up level with body, low screw makes no change to running, could it just be getting too much gas?
