My rule of thumb is :
No fire brick= leave an inch or so of ash to protect the bottom of the stove.
Fire brick = clean it all out.
The ash will build back up after a few days anyway, you just don't want to damage the stove if you don't have firebrick. Mine has firebrick, and I clean it out completely. It has the original firebrick as far as I know.
