Husky 257 Decompression Valve Broken?

I have a husky 257 with a decompression valve that seems to always be open. It opens and closes but when started it immediately pushes open from the pressure and stays open while running. I tested the compression and it was around 80 lbs. The saw starts and seems to run normally. Is this normal or should I be able to close this valve? Any help would be appreciated.

Open is in, closed is out. Sounds like it is working just fine to me. I would check that compression tester. That will not run if the compression is actually 80 PSI
