Husky 365 Special issue

Hi guys, I’m working on a 365 Special, what would cause it to idle like a dog (rich) even when the low needle is turned off? it goes WOT ok, just does not idle, seals are fine (New)- it holds pressure and vacuum, so its not that, any help would be appreciated

Maybe throw in a carb kit
