Is this tree dying? What type of tree is it? Is it treatable?

Hi,

I'm wondering if I can get help with my tree. It is not as full as it's companion in my yard. It's at least 20+ years old and I'm wondering if it's dying or if there is something I can do to revive it?

What value do they give you? Unless you want to block the view from the windows (and light in), very poor location.
 
Looks like an Arborvitae, over grown, in decline & poor location. How much is it worth to you to try & save?

You two have finally met a tree you didn't like!
 
around here we get bagworms on these arborvitaes, I cant really tell from the pictures what caused your tree to look that bad

and now, some billy joel is stuck in my head!

from the pics i would say remove it. the hose hanger nailed/screwed into it didn't help. looks like possible bag worm damage. check your other tree for bag worm cocoons. here's a pic of them.upload_2015-4-22_15-1-42.jpeg
 
You can see its stressed, with all the shoots lower on the stem. that tree will just cause problems, even if it was healthy, and should be removed.
