Kwanzan Cherry Issue

Greetings,

Just wondering someone might have an idea here. Customer has Kwanzan Cherries planted 5 years ago same size stock from same Nursery and spaced at least 20ft apart across front yard. They have flowered nicely the last 4 years. Now this year the 2 on the ends have not leafed out. They have leaf buds but very small and green. The 2 in the middle flowered and are fully leafed out. Our weather in Hummelstown Pa. has been very strange this Spring. No major snowfalls in our mild winter some rain not alot. Cannot find any signs of disease or insect activity. Noticed 2 on ends are not same size as middle ones even though planted at same time. The end ones appear to be planted too deep. I feel this could be the issue causing them to stay small and now decline. Just last week of May 12th still no change. Ideas.
